With the enactment of the Ministry of Communications and Digital Affairs (“MCDA”) Regulation No. 2 of 2024 on Game Classification (“MCDA 2/2024”), game developers distributing games in Indonesia must conduct classification and assign appropriate age ratings through the Indonesian Game Rating System (“IGRS”), subject to verification by the MCDA. According to the MCDA, the IGRS is part of the government’s policy framework that strengthens the implementation of Government Regulation No. 17 of 2025 on Governance of Electronic System Operation in Child Protection, which introduces risk-based governance for electronic system providers, emphasizing privacy, data security, and family digital literacy.
MCDA 2/2024 has been in effect since 16 January 2024, and it provides 2-year transition period (until 16 January 2026) for game developers to comply with mandatory classification requirements. However, IGRS was not yet operational during much of this period, which meant the developers were unable to conduct the required self-classification.
This changed on 11 October 2025, when the MCDA officially launched the IGRS platform. With just around 2 months remaining before the 16 January 2026 compliance deadline, game developers are now able to begin the self-assessment process through the IGRS platform.
Before conducting the classification, game publishers must register as a Private Electronic System Provider through the Online-Single-Submission System. Once registered, game publishers are required to create an account on the official IGRS platform to undergo the classification process.
The classification process begins with a self-assessment phase, where publishers evaluate content such as violence, language, sexual themes, drugs, and other sensitive elements to assign a provisional age rating. Following the self-assessment, the game is then submitted for review by certified IGRS classification testers who verify the accuracy and appropriateness of the assigned rating through further evaluation. This classification process is free of charge, and once the MCDA issues the official game classification, publishers may release their products to the Indonesian market.
Games are categorized according to age groups: 3+, 7+, 13+, 15+, and 18+ years. The classification considers content factors such as tobacco or e-cigarettes, alcohol, narcotics, violence, blood or gore, language, character portrayal, pornography, gambling, horror, and online interactions. Parental accompaniment is required for 3+ and 7+ games, while parental guidance is recommended for 13+ and 15+ games.
Publishers must display classification results clearly on descriptions, packaging, and advertisements, ensure all content aligns with the rating, and reclassify games annually if updates are made. Non-compliance may result in administrative sanctions, including access blocking.
The launch of the IGRS demonstrates the government’s commitment to fostering a responsible, safe, and globally competitive digital gaming industry while protecting the public, particularly minors. Accordingly, game developers and publishers are encouraged to monitor the upcoming guidance from the MCDA and prepare for compliance with the IGRS requirements ahead of its implementation in January 2026.
